2024 UNOCT Annual Report

The UNOCT Annual Report 2024 marks the first-ever Office-wide consolidated report, showcasing the achievements of its work to prevent and counter terrorism with focus on Africa. It highlights key results across its 17 global programmes, delivered in partnership with 140 Member States, and reaching more than 10,000 beneficiaries worldwide. The report presents both the progress made in 2024, and opportunities ahead to strengthen the impact of collective counter-terrorism efforts. These include the ninth review and 20th anniversary of the UN Global Counter-Terrorism Strategy (GCTS), the development of UNOCT’s next Strategic Plan (2026–2028), and the broader UN80 initiative.

Algorithms and Terrorism: The Malicious use of Artificial Intelligence for Terrorist Purposes

Artificial intelligence can be extremely power tool and enable big advances in our societies, but it can equally be used for malicious purposes or with malicious intent. The report is a first attempt by international community to assess what might be reasonably expected when artificial intelligence becomes an instrument in the toolbox of terrorism in order to enable Member States, international and regional organisations, academia and industry to better forecast, prevent and mitigate malicious use of artificial intelligence by terrorists.

Virtual Counter-Terrorism Week Visibility Report 2020

麻豆传媒 Virtual Counter-Terrorism Week took place from 6 to 10 July 2020 under the theme of “Strategic and Practical Challenges of Countering Terrorism in a Global Pandemic Environment”. It was one of the first major events marking the 75th Anniversary of the United Nations.

The event brought together Member States, United Nations entities, civil society representatives, international and regional organizations, thought leaders, the private sector and other key stakeholders to improve our collective understanding of the impact and potential consequences of the COVID-19 crisis on the terrorism landscape, as well as Member States’ counter-terrorism needs, priorities and expectations.

This visibility report contains highlights, key conclusions and outcomes from the ten webinars and interactive discussions that took place during the event.

Basic Human Rights Reference Guide: Proscription of Organizations in the Context of Countering Terrorism

The main purpose of this is to address the key challenges presented when States take national measures to proscribe terrorist organizations, their members and/or associated individuals in their efforts to counter, suppress and prevent acts of terrorism, including through the implementation of sanctions imposed by the Security Council.

The Report of the Secretary-General on the Work of the Organization (A/75/1) highlights how the UN Secretariat translates resources into impact, and for the first time, it also provides a sample of the work of the broader UN family as well as the system-wide efforts to respond to COVID-19 and to build a more inclusive and sustainable world. The Report covers nine sections, and the work of United Nations Office on Drugs and Crime (UNODOC) and Office of Counter-Terrorism (OCT) can be found on pages 122-131, section (viii).

UN Global Counter-Terrorism Strategy

The UN General Assembly adopted by consensus the  on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States’ counter-terrorism priorities.
