Statement by Ms. Rabab Fatima at the Ambassadorial Meeting of the LLDC Group

Excellencies, 
Distinguished Delegates,

I thank you, Chair, for convening this timely and important meeting. 

I am pleased to warmly welcome H.E. Mr. Zheenbek Kulubaev, Minister of Foreign Affairs of the Kyrgyz Republic. 

Your presence today, Minister Kulubaev, at this critical juncture in the lead-up to the Conference, highlights the importance of our collective efforts to ensure its success.

I would like to take this opportunity to express my deep appreciation to Ambassador Aida Kasymalieva and the delegation of Kyrgyz Republic for their active leadership on LLDC issues, particularly in your capacity as acting chair of the group. 
I also wish to thank the Chair (the Plurinational State of Bolivia) and Bureau Members of the Group of LLDCs (Eswatini, the People¡¯s Republic of Lao, Rwanda and Zimbabwe) for their tireless efforts and commitment to advancing the interests of the group and the implementation of the new Program of Action for the LLDCs in these early months of its adoption.

I also wish to express my sincere appreciation to the Government of Turkmenistan for their generous offer to host the Third UN Conference on LLDCs, and for their strong leadership in preparing for the event, which will take place from 4 to 8 August in Awaza, Turkmenistan. 

I would also like to acknowledge the dedicated efforts of colleagues across the UN systems, as well as our counterparts in the Host Country, who are working closely together to ensure both the operational and substantive success of the Conference.
In my capacity as Secretary-General of the Conference, allow me to provide an update on the preparations. 

I will begin with an overview of the conference structure, including the plenary and thematic meetings, before turning to practical matters such as participation, side events, and next steps in our organizational process.

In accordance with the modalities resolutions, the Conference will feature eight plenary meetings, including the Opening and Closing Plenaries.

These will provide platform for Heads of State and Government, Ministers and other high-level government representatives, United Nations principals, and key stakeholders to articulate their vision and reaffirm their commitment to the Programme of Action.

Five High-Level Roundtables will be held in alignment with the priority areas of the new Programme of Action. 

These will focus on:
?    structural economic transformation, 
?    transport and infrastructure, 
?    international trade facilitation, 
?    climate change and disaster risk reduction, and 
?    the means of implementation, with particular focus in financing, technology, and capacity-building. 
?

Each roundtable will be open to representatives from Member States, the UN system, civil society, and the private sector, and will be co-chaired by Heads of States from both LLDCs, and other Member States.

Beyond the formal sessions, we are pleased to see robust engagement from a broad range of stakeholders. Numerous proposals for side events and exhibitions have already been received, reflecting the high level of interest in sharing innovations, experiences, and best practices.

Seven multi-stakeholder tracks will run throughout the Conference, ensuring inclusive engagement by youth, civil society, parliamentarians, and the private sector.

A dedicated forum will also bring together UN Resident Coordinators and National Focal Points to strengthen in-country coordination and accelerate implementation of the Programme of Action at the national level. In addition, we are organizing specific events to highlight key deliverables of the Programme of Action.

These include:
?    A high-level panel on freedom of transit,
?    An infrastructure investment finance facility,
?    Regional agricultural research hubs, and
?    A dedicated work programme on LLDCs under the WTO.

We are also developing the Results Framework for monitoring the implementation of the POA, a toolkit to support with the integration of the POA at the national level, and do a mapping of the SDGs & the Pact of the Future with the POA.

To generate strong political momentum around these key deliverables, I encourage the Group to assume focused leadership on each initiative. 

I invite the Chair to consider designating specific delegations within the Group to serve as leads and champions for these efforts.

This Friday, 11th April, the General-Assembly is expected to adopt the further modalities formalizing the dates and place of the Conference. Following this adoption, the Secretary-General will issue official invitation to Heads of State and Government. 

Following the initial planning mission that I led in February, a second mission is currently underway in Turkmenistan, focused on finalizing logistical arrangements. 

Together with relevant UN departments and the host country,  we are finalizing the logistical details and an information note will be circulated shortly. I also invite all delegations to regularly consult the official conference website for updates on registration and accreditation procedures for all stakeholders. 

Excellencies, ladies and gentlemen,

LLDC3 is a landmark opportunity¡ªone that occurs only once every ten years¡ªto put a global spotlight on the unique challenges and vast potential of the world¡¯s Landlocked Developing Countries.
I urge all delegations to ensure participation at the highest possible level. 

I also strongly encourage the participation of senior policymakers, private sector representatives, civil society, parliamentarians, and youth leaders, whose engagement will be essential in building momentum and securing transformative outcomes. 

My Office is planning to support the participation of representatives from all LLDCs, and one participant from each LDC.

We are living through challenging times.  More than ever, this Conference  represents a critical opportunity to mobilize global attention, foster partnerships, and deliver actionable solutions to the challenges facing LLDCs¡ªand to unlock the tremendous opportunities they offer for regional and global development.
You have my full commitment to ensuring the success of this Conference, and I look forward to working with all of you in the lead-up to Awaza.
